About Us

The Seeing Hand began services in 1936 and was incorporated in 1946 in Wheeling, WV. Located on the beautiful Ohio River, it serves citizens in both the state of Ohio and West Virginia.

The Seeing Hand Association, Inc. offers an innovative array of specialized services for the blind and visually impaired individuals. The services assist in meeting the identified needs of the individual while maintaining our core values of accountability, honesty, integrity, trust, teamwork, independence, personal and professional growth, dignity and self-esteem.

We believe that blind and visually impaired individuals can be truly independent and achieve quality of life with the appropriate individual and family support services. Our services are designed to encourage, challenge, and empower individuals to maximize their potential in all areas of life. The services assist the blind and visually impaired to set personal and professional goals, learn the necessary skills to meet those goals and provide experiential opportunities to practice new skills and build confidence in every aspect of living.

Community Education, Advocacy, adaptive technology skills training, O & M, job development and a Low Vision Clinic are available to blind and visually impaired individuals living in the Greater Wheeling Area and having a visual acuity of 20/200 or less in the better eye with correction; a field of vision of 20 degrees or less; or, an eye disease that will eventually result in a condition of blindness or visual impairment. Services are provided on the basis of individual need to affirm the worth and dignity of each person regardless of age, sex, race, religion or income status.

We believe the visually impaired individual can successfully work in the community, be responsible for a family, and live an independent quality life. Because of this belief we advocate for equal rights to services and active involvement in the community. As an organization, we advocate for the following rights for the individuals we serve:

Right to confidentiality
Right to independence and self-respect
Right to achieve his/her fullest potential
Right to personal choice and decision making for his/her own life plan
Right to receive all available agency services
